foobar2000 will do this if the single FLAC file is associated with a CUE file. If there is no CUE file will foobar2000 convert to single tracks? I'm thinking no, but not certain.Comment

Without a CUE file, how would it know where the tracks start/stop? So, no. But then, nothing else could either.
