Is it only possible to change the resolution by setting percentage?
There should be the possibility of placing the resolution. For example:
854 x 480
640 x 360
426 x 240

It is possible, I used Scale Absolute and can type values in there. If anyone has that exact one fail, then would need exact parameters as asked for so we can reproduce the failure and correct.

It's not possible! nothing will be done without adding scale percentage! there's no point in adding scale absolute

If you look back at my posts, I showed that we had tested that and it did work. However you never once answered our request for simple details about the files you use.

You get this error:
[Parsed_pad_1 @ 0xb5cc2a940] Padded dimensions cannot be smaller than input dimensions.
... SPECIFICALLY if you use "Canvas Size" DSP trying to shrink video. Please read what the DSP settings page says before asking questions.
Scale Absolute works.
