      Then it is likely something on the system (security software) which is blocking the dBpoweramp DLLs.

      The classic handlers have existed for 15 years, and they never fail.

        The same software is on the 2nd PC. It runs without any problems. The context menu is now not empty. Other applications could place themselves there.
        I also think that something must be different on the laptop. It worked on the previous laptop.
        But what is different, or what is causing it?

        However, at the time of installation only Windows Defender was active.

          Windows has a limit to the number of apps it can display on the right click menu, perhaps it is that?

              It can't be the maximum number. I just installed an application.
              There was an additional context menu entry here. None was displaced.

                Try to uninstall dBpoweramp, full reboot of Windows, then reinstall dbpoweramp.

                  I've done exactly that a few times.
                  Uninstall, reboot/shutdown/emergency restart, reinstall.

                  Everything unchanged
