I too had the same problem, my connection worked on everything save a few programs. I had no firewall running nor installed or so I thought.
I had used Comodo Firewall a few months back and stopped using it. Forgot all about it, assumed I had uninstalled it but had not. So in my search for a cure last couple days, I was skimming through the system services and noticed a Comodo service in there.
In short I uninstalled Comodo and everything worked even the few other programs that weren't connecting. The service seemed to be blocking some types of access even though the firewall wasn't running... odd. Must be a bug.
I'm pretty sure it would have worked if I was running Comodo and allowed the connection, though I didn't try. I could imagine residual services for an old firewall program could cause a problem though, interesting.
