Volume normalization question

Hi, I have a question regarding volume normalization.

I have an audio file I would like to be -14.00 LUFS. When I upload the file to https://lufs.org/ it says integrated -14.60 LUFS.

I do Convert -> Add EBU R128 [track gain] effect -> Set to -14 LUFS with x8 amplification....

Which programs are for normalizing / equalize audio levels in multiple MP4 video files to the same volume level?
