I use DBpowerAmp a lot - mostly to compress MP3 files into smaller MP-3 files. In nearly every case, the title field is empty in the source file and unless I take special effort, this remains the case for the target (output) file. The file names are generally descriptive and when I do make the effort to edit the title, I just copy the file name there.
What annoys me is that DBpowerAmp could easily do this whenever it sees a blank title. I don't see how this would ever be harmful, but a program option could be made available. The advantage of having something meaningful in the title is that it appears on the screen of the MP-3 player - so I can tell at a glance what is playing.
