system tray controller appears behind taskbar

It would be good if the pop-up system tray controller appeared in front of the taskbar and not behind it.

This is skin dependant (if I'm not mistaken)... which means that it is the skinners choise whether it is on top or not...
Although this may also be because of the settings of the system, or because the taskbar is also ontop and being active at the moment it has higher priorety in drawing

I have tried to disable always on top ect. but it does not work.
On my system its behind every window and not only behind taskbar.
Some systems have this problem and I dont no why.
