Raising Frequencies

Have any of you ever noticed Winamp can raise the frequencies of soundtracks without losing quality? Some of my songs were at 22khz. I tried using dbpoweramp to raise the frequencies to 44.1khz to play in my stereo system but it sounded horrible. So i used winamp to raise and it had no quality loss. Any way to use the same algorithims or something?
