New Tagging (Metadata) Standard

Is there any way you (Spoon) can create a new standard for metadata? I'm tired of all the old formats that are never updated or have standards. Granted, most of them handle single CDs just fine, but none of them know what the heck to do with boxsets correctly (e.g. a boxset can consists of many individual albums (some of which could contain multiple discs)) or have a good way to distinguish between album versions . This is something all the dbpowramp forum users can collectively have input on implementing so it's done right the first time Why has nothing been done in over ten years to id3v2?

Probably the wrong forum, but oh well...I just hope something is improved upon the near future whether in dbpoweramp or elsewhere
