Write the BEST possible rip to disc

In secure mode I often have a situation where, even though the track is ripped, since some frames have errors the track is not written to the HD. This should never occur. dB should always write the best possible version of the rip, especially since it may be repairable with CueTools.

It would not write if there is a file existing already, if no file exists, then it should be written.

Often the only thing written is a ~5k dummy file if there is an error with a secure rip.
