MP3 Surround encode

It would be nice to have MP3 Surround supported in the product.

There is a free codec available online that can be used by command line. It would be nice to have this part of the product and proper settings to encode VBR or CBR.

It would be nice to use for Surround and Stereo encodes.

I have to create so many CLI settings to do mutliple encoding bitrates. It would be easier of CLI supports passing bitrate to command line.

Our mp3 (Fraunhofer) includes the surround encoder.
