I have not mp4 (aac) codec if I don't install nero suite :(

Why when I use Force HE2 profils with the bitrate (256 kbps) is not respect ? My file is only 65 kbps ?

The + part of AAC is designed for low bitrates, there is no point in having the + (or SBR) part with bitrates above 128Kbps.
