What ever happened to the Combiner Util?

Pre-R12 there was a coming soon combiner util codec which I presumed would allow me to combine audio files into a single file (i.e. tracks/chapters of an audio book). What ever happened to this?

There was no easy way to fit it into dbpoweramp, using the existing design.
