Update FLAC codec to version 1.1.3

I would like to request that the flac codec, currently using FLAC 1.1.2, available at:

be updated to version 1.1.3 (which the developers consider a "major release"), which was released on 11/27/2006:

http://flac.sourceforge.net/news.html

With dMC r12 coming out soon, there won't be an updated codec for dMC r11.5, I believe. However, dMC r12, currently in beta, has its own codecs and I am not sure which version of FLAC it is based on. If it is not based on FLAC 1.1.3, I'm sure Spoon will updated the dMC r12 FLAC codec to 1.1.3.
