mp4 encoder beta bug?

files encoded from FLAC to MP4 report a slightly lower bitrate in iTunes than was specified...flac to 192 mp4 is reported as a 189Kbps file...the mp3s report at 192...a bug maybe?

I think I have looked at this before, if you encode a CBR 128Kbps mp3 and mp4 the sizes are pretty much the same, even thought the header in the mp4 says it is a lower Kbps, but it is infact 128.
