After installing the CLI I'm getting this box every time dbpa starts. Even if MP3 is selected in 'rip to'.

Yes you would do, you have to configure the CLI encoder to a specific codec and change the extension (as per help file).

Is there an expected release date for the 64 bit batchripper? Will all of the current drivers that are included in the v14.3 release also be present in the v15 batchripper?

It is likely Batch Ripper will remain 32 bit, if you install to the same location as the 64 bit R15 it will work.

Can someone please explain the difference between the COMMENT ITUNNORM and ITUNNORM tags? For years I have created the COMMENT ITUNNORM tag in MP3Tag assuming that iTunes and my iPod would use this tag for the iTunes Sound Check feature. However, I notice that dBpoweramp is writing the ITUNNORM tag and not the COMMENT

No, the final R15 does (it is the mp3 codec which needed the change), it releases very very soon.
