OptimFrog New Codec

Ghido has kindly created a dBpowerAMP input codec, I have joined this to tims CLI codec and updated the version to 4.05 the latest. Currently tagging does not function, I am hoping it will be added.

Downloading now - I will test later this week. I prefer Optim Frog over Lossless Audio but still umming and arring against FLAC....
