Fix for Resample going 44.1KHz to 192KHz (was previously giving silence)

The rule-based tag manipulation dialogue does not seem to be Unicode-aware. Example: when I save this:

IF Composer=[anyvalue]
SET Composer=Janá&*blooper*269;ek

it becomes

IF Composer=[anyvalue]
SET Composer=Janácek

EDIT: I see the same applies to the forum software....for the record, the first example included a letter "c" with a caron (inverted circumflex).
