How do i or can i convert audio files having a .voc extention into an audio file with an .mp3 or .wav extention so that i can burn it to a disc?

Where did this file come from? Do you have any players on your computer that can play it?

According to this link you may be able to open a .voc file with:

WinAmp or conversion utility such as Voc2wav or FairStars Audio Converter

Assuming you can open these files with WinAmp, doubtless using a plug-in, you might be able to use the dBpowerAMP Music Converter's WinAmp Input Plug-in Converter from Codec Central to open and convert these files from dMC and/or to play them in the dB Audio Player.
