How to only convert some files with upper quality?

Hi,
I´m new to this Programm and don´t now, if it´s possible to do this, what I´d like to do:

I have many folders wich contains well ordered MP3s.
They all have different Qualitys. From 128Kbps up to 320Kbps.
Now i´d like to convert all of them wich have Quality over 192Kbps down to 192Kbps.
But I don´t want to convert those files under 192Kbps to 192Kbps. They should be stay at their level, because I think it doesn´t make sense to convert them up!?

Here are my Questions:
Is it possible to use this Programm to convert those files directly in their source-folder? (I don´t like to sort them again!)
Is it possible to leave all the ID-Tags unchangend?
Is it possible to leave all files with bad Quality at their level and convert only Files with upper Quality down?

1) Yes, just tell dMC to Keep the files in their current folder. Uncheck "Keep path on convert" if you use File Selector.
2) Yes, just check "Preserve ID Tags"
3) I'm not sure, in all honesty.

If you install dbpoweramp audio player, add them to Music Collection, then sort on bitrate, select high bitrate files and right click >> convert to.

But one last Question:
after the conversion the ID-Tags seem to be lost. What´s going wrong?

What are your mp3 tagging settings?
(Start --> Programs --> dBpowerAMP Music Converter --> Configuration --> dMC Configuration)
Did you check "Preserve ID Tags" when you converted the files?

I like that Program because of the feature "copy your config to clipboard"

So converting from mp3 to mp3 results in you losing tags? Do you have the normal tags (Artist, Title, Album, Track #) or other tags (Composer, etc.) that probably aren't supported?

Hold the mouse over the converted file, does it show any ID Tags, hold the mouse over the source file, does it show any id tags, also on both yellow popups does it say 'dbpoweramp' at the bottom?
