how bad will the quility be after encoding

hi all i want to convert my wma's to mp3's so i can normalise them they(wma) are all copied at 192kbps and that was the rate i was going to convert them to in mp3 whats the quailty going to be like after doing this, or can they be decoded to wav and then encoded to mp3, or even what if i convert my wma's to wma's will the normalising function in db sort the volume levels out????????? help very confused

The more often you convert from one lossy format to another the more you risk degrading the quality.

That being said, wma @ 192kbps may actually be better audio quality than mp3 @192kbps.

If you need to normalize the volume you have no choice but to do a conversion and use DSP effects. You may find the converting the wam file to uncompressed PCM wav 16-bit 44.1KHz 2-channel stereo first, while applying the Volume Normalize DSP effect , followed by conversion of this wav to wma or mp3 (disable DSP effects now) may give better results than a straight conversion.
