HELP! Registerd The Power Pack Few Weeks Ago but Had To Reboot My Computer To Factory Setting And When I Reinstalled The Power Pack Its Now The Unregistered Version. Does Anyone Know If I Have To Purchase It Again????

No, you should not have to purchase it again. Follow this advice from Razgo (in the FAQ section for dBpowerAMP Music Converter):

If at a later time your registered status of the power pack is lost, send an email to address here: http://www.dbpoweramp.com/email.htm , include the name it was purchased under and I will issue another download link.
