How do I re-enable this option for use in Windows 10?

All of the right-click menu options are enabled within the dbpoweramp control panel but are still not showing up with right-clicking on the track.

Try uninstalling dBpoweramp and reinstalling it.

If you have too many entries in the right click menu, Windows will drop certain programs, there is no way of saying which it should keep.
