Upgrading from R15 to R16

Hi
I want to upgrade from 15 to 16, but it appears to cost $29.
I thought it was free to upgrade, or it has been in the past.
Hope someone can help.

Minor updates within a version (i.e. R15.x) are for free, but you have to pay for major upgrade (R15->R16) unless you did not buy the antecessor within the grace period.
