This is kinda a contradiction in terms:
Peak = maximum volume
RMS = average volume, under some simple kind of measure for 'average'.


What you are probably looking for, is ReplayGain. And a ReplayGain-aware player, so that you don't need to normalize the audio itself, only flag them with instructions on what volume to use upon playback. A ReplayGain implementation (there are a couple) tries to measure average perceived loudess, rather than RMS.

I use foobar2000 (both for tagging and playback).

Its like this. Can dbpoweramp read the audio file and find the highest rms level. Then i can tell dbpoweramp what i want the loudest rms level i want.

The 'M' in RMS stands for 'mean'. It is an average. The file has one and only one average, there is no other such, neither higher nor lower.

What is the highest RMS average between 2 and 4? And the lowest?

A file has one rms you are correct. But within the file there is a higher rms level than the rms of the whole file. For example a hook of a song will normally have a higher rms than the hook. I want to know if dbpoweramp can find the highest rms with in the file so I set the highest rms value.
