How do I set Nero AAC/MP4 quality under VBR to .4?
I can choose .35(~100) or .45(~150), but I would like to set .4.

You would have to create your own command line with the CLI encoder.

1: Close dbpa
2: Browse to the folder \dBpoweramp\encoder\m4a Nero (AAC) and open the file encoder.txt in Notepad.

under the section [radio&slider] you will see

you can insert a new option for any other setting of quality XX by inserting the lines

Quality .XX
-q .XX

So in your case, that is q .40.
The line Quality .45 (estimated bit rate: 150 Kbps) --or whatever it is-- is just the text string that shows in the GUI as you move the slider. The -q XX is the parameter that gets passed to the encoder.

I thought encoder.txt would be a readme, so I opened it up and thought hmm.. those look like parameters. Made backups and started playing around. When I had a phone with 4GB storage, I used .35 with .4 on some stuff that didn't sound quite right. I have come to the conclusion small changes in bitrate are pointless, except for experimenting. I now listen to -q=.65, and if I found something that sounds bad there, I would go to my FLAC archive & encode it to .75 or .85 rather than trying to find the "just right" setting. I did a reinstall a while back & ditched my custom encoder.txt
