How to convert wav to mono MP3

I am using Audio Generator and they specifically require:
24kbps, 22.05khz, Mono MP3 format.

I just downloaded dbPowerAmp, which is what Audio Generated suggested. Then, I double clicked the music converter and selected the wav file to convert. Then, selected converting to: mp3 (LAME)

However, the rest of the conversion controls are not obvious to me based on what Audio Generator requires.

What do I do to product the specified format?

Select cbr bit rate, advanced to set mono and the frequency.
