convert lossless flac to lossless WMA?

supposedly, lossless WMA has a high bitrate and only about 50% compression. after running a 60mb flac file through dbpoweramp converter, i end up with a 7mb wma file, with a bitrate in the low 200's, as opposed to the original bitrate in the 1,000's.
can anyone give me a step-by-step to convert FLAC to microsoft zune compatable lossless WMA? without losing quality?

You selected WMA lossless, not WMA (normal) which is lossy?
