How Do I recover From reinstalling windows

My mother board died and I was forced to reinstall windows on my existing hard drive. Of course none of my applications were installed. All the files are still there but nothing is in the registry. Any ideas?

Does this work for Perfect Meta subscription too?
(I extended it not long ago and now I am considering reinstalling everything, probably on a Win7 virtual machine.)

Can/should I install again on the clean OS using the same .exe file I used originally, or initiate a new registration retrieval?
