How do I add ID3v2.3 tags to files that only have ID3v1.1 tags

Subject line pretty much covers the question, I have a downloaded file which has ID3v1.1 tags only, and I would like to add v2.3 tags.
I have an idea I may have posted along these lines before but can't find the post. Apologies if I have doubled up

Set dBpoweramp Configuration (See "Need to find your version?" below) on the Codec tab, under the advanced button, to use "ID3v2 & ID3v1" tags for mp3, then either re-encode your files with dMC or simply add a tag.
