Activate Greyed-out Sound Controls

I've created a secondary user account but the volume control is missing from the tool bar. In Control Panel all user options, including to add the volume control to the task bar are greayed out. how do i fix this? Thanks.

Version of Windows? Is this account an Admin account, limited account, or power user account?
