How do I download DSP effects?

I recently purchased dBPowerpack R13 and everything is working great except I am unable to download DSP effects.Every time I try I get a security alert stating that my current security settings will not allow this download. Everything else downloaded fine. I am running Vista Home Premium with Norton Internet Security 2008. Any idea what the problem may be?

It is blocking the download, for reasons only known to Norton.
