How do I convert .wav to .mp3 with the errors below?

I keep getting the following error and I'm not sure what I'm supposed to do to fix it:

Error converting to mp3 (Lame), 'C:\Documents and Settings\Hondonartie\Desktop\hector_28Apr2008.wav' to 'C:\Documents and Settings\Hondonartie\Desktop\hector_28Apr2008.mp3'
Error Cannot Create Wave Decoder (CCITT u-Law)? [clWaveDecoder::PrepareToDecodeAudio]

Is it a codec problem or do I need to reinstall the program or something?

What type of wave file is this?
What are its properties in terms of frequency, bits, and number of channels?
It looks like Music Converter may not be able to work with the type of wave file you have. To confirm this, try converting the file to Test Conversion (rather than to mp3).
Let us know if the test conversion works or fails.

There have been multiple reports of trouble decoding CCITT u-Law compressed WAV files. One such file was sent to Spoon in mid-March in his hopes of trying to adjust the decoder to accept these types of files. In the meantime, the only solution I can think of is to install dMC r11.5 to a different directory to decode these files to something else. You can get dMC r11.5, and the instructions to follow to have r12 and r11.5 co-exist, here: http://www.dbpoweramp.com/legacy-compatibility.htm

R11.5 didn't work (u-law) on Vista so I gave up.
