How do I reduce the file size?

When I was running XP & used DbPower Amp converter, I was able to conver Mp3s to wav & reduce the size of wavs. Now that I am runnier Vista & DbPower amp 2.1 (the latest version), I can't figure out how to reduce the size of wavs. Can someone tell me what the correct settings would be to do this.

Pick WAV-MP3 and a smaller bitrate choice than you are currently using.
