WM9 Voice in Vista

How do I get WM9 Voice codec working in Vista? I can get the 10 encoder working but trying to install the WM9 Codec pack from the dbpoweramp site gives an error. I went to Microsoft and downloaded the Vista x64 WM9 Encoder software pack (not sure if that helps) but cant figure out how to convince dbpoweramp to use it.

Miscrosoft made it so you cannot downgrade wma versions, so if you install WMA 10 even a wma v2 encoder will be wma 10.

Does WM10 have a voice codec?
Or How do I use WM10 to encode in voice quality?
