Noob: bitrates, converts, 30 day lisc

i was recommended db for reducing bitrates on mp3 files. i have a few questions please>

    1. the site says '30 day license' for encoding, what is this (avi to mp3)??

    2. how is it applicable to changing bitrate if at all?

    3. can i use this software db for (all/most) converts is this free? is this the encoding thing 30 day apply only to convert on a rip?

    4. will it convert mp4 to mp3 -what sort of loss will i encounter if any?

    5. how does db compare to tag/rename for re tag of files?

sorry 4 basic questions, i just got an mp3 player and live overseas so im not clued in on pc's anymore as i am on the road 10 mos a year -

    thanks

To create any kind of mp3 file you need the mp3 license, regardless of where the audio source was from.
