convert MPEG1 LAYER 3 to MPEG2 LAYER 3

my xspf player likes audios to be MPEG 2 Layer 3. Some of mine are MPEG1 Layer 3.
how to i convert MPEG 1 Layer 3 to MPEG 2 Layer 3?

mpeg 1 layer 3 is .mp3 all players should play that?

resample to 24khz, 22.05khz, or 16khz

(technically, mpeg 1.0 layer3 is mp3, no matter the sample rate. i read an article about how calling the modes mpeg1, mpeg2, and mpeg2.5 lead to nothing but confusion. i'm not sure how valid that article was though)
