dBpowerAMP does not deal with video at all, only audio.
In any case you'll first have to extract the actual video file (probably mpg) from your VCD or DVD. The VCD is simple, the file itself can be seen when looking in WIndows EXplorer at the contents of the cd - it's a file suffixed by .dat I think. There are several of them, bit look for a big file size one. The just copy to your hd and rename it to mpg.
For the DVD you may need a dvd ripper if you cannot see the dvd folder structure and actually copy files from it. I think they are suffixed by vob - not sure if they can just be renamed to mpg.
Then use whatever video conversion program can convert mpg to mp4 - and that is proabably a Quicktime related program.
Don't confuse video mp4 codecs with the mp4 codecs dBpowerAMP has, which handle audio only, not video.
