OK the word 'is' is fuzzy, of course, but one of the most popular audiophile forums I know of recently conducted a (fairly scientific) 128kbps AAC test with participants Nero, Quicktime, FAAC and Real.
The result is basically Quicktimes is first, Nero is second and you should avoid the rest unless you have a good reason.
