Try the following free program called Gigaget:

This application plus the Reference version of dBpoweramp Music Converter and the available DirectShow decoder (.ra, .ram, .rm) works nicely at converting streaming radio to podcasts.

rioga4x4: your link was a rtsp:// link, which is a streaming link and cannot be directly downloaded.
