    Stereo to mono conversion

As I understand it (correct me if I'm wrong) a 64 kbit/s mp3 file comprises two channels, each 32 kbit/s. Does that mean that, if converting to mono, the maximum bit rate, without up-sampling, is 32 kbit/s, or can it be converted to 64 kbit/s mono without up-sampling?
[Edit] After a bit more searching I find that a dual channel stereo file comprises 2 channels, each 32 kbit/s. A joint stereo file, however, is more complicated, and I can't quite get my head around it. The files I'm converting to mono are joint stereo.

As you have found joint stereo blends the channels to save bits.
