      Can't you set them to members with greater then x number of posts? Say 100? Or 1000?

            To Disable Signatures for users with less than a certain number of posts

            Force your registered users to make a certain number of posts to be allowed a signature. For that you need to do create a new group called Member Group. Only those who had done x number of posts will be automatically moved from registered user group to member group. Member group will have signature permissions. To accomplish this you have to do promotions in vbulletin groups.
            1. Go to Vbulletin CP > Usergroup > Registered users > Allow signatures no
            2. Create a new group called members Members.
            3. Go to Usergroups > Promotions > select posts as promotion strategy > x number of posts.
            4. Enable signature to members group
