Error message CLI encoder

First message I got said to go to the file "encoder.txt" and rename the extension - but it doesn't tell me what it should be other than txt - so I changed it to something random and now I get the error message unable to open file "encoder.txt" - can anyone help with this?

Uninstal the CLI Encoder, this error is shown if you have not set it up, if you are unsure how to set it up, then you really do not need it.
