Implementing Cart Chunk Data

I've been trying to find a way to apply cart chunk data to my .wav files. Trying to follow the lead of National Public Radio (NPR) here in U.S. I need the ability to insert and modify the Title and Cut ID fields, which are located in the "cart" chunk of the .wav file. I know that Power Pack allows viewing and modification of some of the fields in the fmt and the bext chunks. Can DBPoweramp allow access to fields in the cart chunk? If not, can anyone suggest a program that can apply or modify that cart chunk data on a .wav file that was created without it?
