FLAC tags

Reading this post I can see that the correct way to embed style tags into flac files is by repeating the tag, once for each style.

I'm now wanting to embed mood tags and wondering if this rule applies to other tags as well. So mood tags should look like this:
mood=reflective
mood=melancholy
mood=earnest

rather than
mood=reflective, melancholy, earnest

Does anyone know the "correct way" according to the tag format rules? Or even better does anyone know where I can find these rules?

Here are the rules: http://xiph.org/vorbis/doc/v-comment.html. A quick glance shows where they say that repeating "field names", in this case "mood", is permissible and encouraged.

Any multiple tag item for Vobis Comments are repeated on seperate lines.
