When you say "music utilities" if you are referring to programs that tag and rename ripped file according to CD data, I use "The Godfather" http://users.otenet.gr/~jtcliper/tgf/

if you are looking for a free program to tag/rename files, then I recommend Media Tagger: http://www.volny.cz/media-tagger/eng/
it can handle ID3v1+v2 and APEv2 tags for MP3s. it can also handle tags on other formats such as OGG, AAC, etc. it can also get the tag from the file name, or append a file name based on the tags.

oh, i forgot to mention that mediatagger can also add lyrics, and handle custom tag info (beyond the standard tags).
