lame_enc with mp3 as input?

hello

is there any possibility to use the lame_enc.dll to directly (re)convert mp3 and mp3 files to mp3 with a specific bitrate?
I have found a way to vnert normal wav (pcm) files, but I can not use mp3 and mp2 for it.

That lame support this input stream can you look up, when you use the lame.exe with -mp3input als parameter.

To use the dll I must give a complete struct, is there any value I have to change?

The dll cannot, but even the .exe will decode the mp3 (as though writing a wave file) then re-encode.
