How to decode mp3 to Wave using lame

please, can you tel me how to convert en mp3 file (44.00 hz) to a wav file (22.05 hz) using lame . with commande lige (lame -- decode ?? file.mp3 file.wav)

I'm pretty sure you just forget of lame. use the converter, select the file to convert to Wav, then change it to 22.05 Hz, 16 bit, and then convert.
