first version of FastEnc CLI codec

yoyo, did a CLI codec for Fraunhofer FastEnc which produces nice quality sound at lightning speed in medium quality mode and super quality sound in high quality mode at 1.5x - 2x or so.

anyway, if anybody is interested in taking this further I supply the files. Aeh anyway, was just a bit of script editing following the instructions.

so yeah let me know if anybody wants it and how we proceed with the file transfer.

I am not able to host the exe of FastEnc for legal reasons.
