When i try and burn a cd,it takes nearly 15-30 mintues to create folders on a cd,then it burns the cd at a slow rate when i tell it to bur at 48x

First, what OS are you using, what version of the CD Writer are you using?
Are you using CD blanks that can be burned at 48x?
The version of the CD Writer can be found in dMC Configuration (Start --> Programs --> dBpowerAMP Music Converter --> Configuration --> dMC Configuration).
